The project of investigating the scope of the regulated recyclable waste and improving the recycling system

The project was divided to three sections, following elaboration explains the project in detail. Firstly, work description requires to review the scope and definition of the regulated recyclable waste (Hereafter RRW) and evaluate the possibility of implementing the manufacturers take-back voluntary program. In this section, 6 items were selected to be evaluated to include in the scope of RRW, according to the result of professional poll and future trends which indicate DC motor fan, portable air conditioner, freezer, refrigerator (cooler only) and clothes dryer supposed to be included in the scope of RRW in short-term period. SSD and mini stay excluded in the scope. On the other hand, the determination of the scope and definition of the regulated recyclable waste (Hereafter RRW) and evaluate the possibility of implementing the manufacturers take-back voluntary program forum requires dehumidifier and dehydrator shall be included in the scope in the short-term period. The project discovered that manufacturers are lack of human power, waste stream monitoring, and experience, which lead the interest of voluntary program remain conservative, one pilot project implementation could provide more perspective for manufacturers to raise the interest. Secondly, the International E-waste Management Network (Hereafter IEMN ) which was funded by Taiwan EPA and US EPA, it collected IEMN member countries' E-waste generation statistics and relevant international E-waste research documentation. Also, the 3 years recycling training material has accomplished, and the best recycling facility has been selected via 4 layers indicators. The scoping mission of the 7th IEMN workshop has been done from 7th May to 12th May, and workshop has been successfully hosted by Indonesia from 30th September to 7th October. Moreover, assist Taiwan EPA to attend the regional household E-waste workshop in Malaysia from 21st November to 24th November. Finally, we have finished the recycling campaigns, waste fan collection effectiveness reviewing, assisting recycling fee reviewing committee and waste home appliance tale-back administrative work. (1) Two exhibition recycling activities have been carried out, in order to raise the public awareness of E-waste issue, one circular economy salon included this topic. (2) waste fan collection policy has been implemented successfully to have the positive outcome, based on the interviews of the local clean team and subsidies recyclers, it recommends setting up the waste fan collection target for local collection team. (3) Assist the 11th recycling rate reviewing committee establishment, and the chairman was elected. (4) Waste home appliance take-back data was recorded and counted regularly, 30 retailers were being audited, one training workshop was carried and manifest was print out accordingly.
